Domain Reservation: This is a domain name reservation service for the customer under the Syrian national domain name (.Syria) and (.sy). The customer can reserve a domain name directly from the second level (example: domain-name.Syria / domain-name.sy) or from the third level (example: domain-name.com.sy/domain-name.edu.sy/….)

Required documents:

1. A signed and stamped reservation request form according to the following template:

Arabic domain: Download the file.
English domain: Download the file.

2. ID photo for individuals

3. Commercial register in the case of companies, or license or advertisement in the case of civil or union entities.

4. Reservation fee payment notification in case of bank payment

Note: The Commercial Companies Establishment Law and Commercial Registries require a Syrian national domain registration document as a basic condition for registering and renewing the company.

Terms and Conditions for Domain Name Registration

1. Priority for registering domain names shall be based on the priority of the application in terms of the date of its receipt by the Authority, without discrimination or exception between one application and another. The information in the Syrian National Domain Registry shall be the one approved for determining the time and date.

2. The Company and the Authority are not a party to any legal dispute arising from the content of the domain name.

3. It is prohibited to use the website in a manner that violates common public values and morals, or that offends religions, countries, cities, or natural or legal persons.

4. A domain name can be registered or renewed for a period of one calendar year (or more, up to 10 years).

5. Registering a domain name does not give the customer any right to own that name, nor does it give any legal rights to the intellectual property of the domain name. Rather, it is considered only an exclusive license to use the domain (i.e., a lease) for a specific, renewable period.

6. It is not permissible to register any domain name belonging to government agencies for the benefit of a private entity under any circumstances.

7. The Company and the Authority have the right to reject a domain name registration application in the event of a violation of the domain name reservation terms.

8. The company and the Information Technology Authority have the right to cancel the registration of any domain, even if it has been registered, in the event of a violation of the registration rules (for example, a name protected by a trademark – registering a personal name at the first level or the name of a famous global website such as YouTube, etc.)

Domain name format:

A. The Syrian national domain name in Arabic letters:

  • To include only Arabic letters.
  • That a sentence begins with a letter, does not end with a dash “-“, and does not contain two consecutive dashes. “—”
  • The number of characters used in the name must not exceed 63 characters and must not be less than two characters.
  • The words should not be connected to each other and the name should not contain spaces. They can be replaced with a dash.
  • The name must not contain the shadda letter “ّ” or diacritics.
  • The name must not contain the elongation or Kashida character “ــــ”
  • Do not use the zero “0” as a separator between words.

B. The Syrian national domain name in Latin letters:

  • It must be composed of Latin letters (A-Z), and does not distinguish between lowercase and uppercase letters, or numbers (0-9), the dash “-” or any combination thereof, and the use of characters from other languages is not accepted.
  • It must begin and end with a letter or number (A-Z, 0-9) and no spaces are allowed between the letters of the name.
  • The number of characters used in the name must not exceed 63 characters and must not be less than 2 characters.

Domain name selection requirements:

  • The domain name must be related to the applicant and not registered in bad faith to infringe upon the rights of others.
  • The name must not be a registered trademark or a well-known name (such as the name of a celebrity), unless written approval is obtained from the relevant party. The Authority has the right to refuse to register the name in the absence of approval.
  • Names containing words with inappropriate meanings (in any language) or that conflict with religions, customs, or laws and regulations in force in the Syrian Arab Republic are not permitted to be registered.
  • The Authority shall determine names with special significance that may not be registered as second-level domains except in accordance with special conditions as follows:

The following special domain names may be registered as second-level domains under special conditions as follows:

Names of governorates, cities, regions, and countries: These can only be given to government agencies. Individuals and private entities must add a word or number according to the following example: (Homs-accountants.sy)

  • Names of professions, names of people, and languages: If a word or number is added according to the following example: (samiothman.sy, sami-othman.sy, sami1.sy)
  • Global brand names: provided that authorization or agency is obtained from the brand owner.
  • The Authority determines the rules that determine cases of visual similarity between domains registered in Arabic letters. The Authority is responsible for assessing the degree of similarity and may refuse to register a domain name if this leads to confusion with other registered domain names, as follows:
    • Similarity resulting from domain names that contain more than one syllable separated by a dash (-) and the same domain name without a dash (-), provided that there is a ta marbuta (ة) at the end of each syllable of the domain name (except for the last syllable),
      For example: (Damascus-University.Syria and Damascus-University.Syria) and (Damascus-University-Journal.Syria and Damascus-University-Journal.Syria).
    • The similarity resulting from the letter Alif in its various forms with hamzas and long vowels (A I A A),
      for example: (Ahmed.Syria, AAhmed.Syria, Ihmad.Syria) are synonyms for the domain: (Ahmed.Syria).
    • The similarity resulting from the letter alif maqsura (ى) and the letter ya at the end of the domain name, or when it comes directly after a dash (-), or when it comes directly after a number,
      example: (forum.syria and forum.syria).
    • The similarity resulting from the letter ha and the letter ta connected to the end of the word, or when it comes directly after a dash (-), or when it comes directly after a number,
      example: (city.Syria and city.Syria).
    • The similarity resulting from the letter ha’ (ه) separated at the end of the word and the number 5 in Arabic,
      example: (Rafa.Syria and Rafa5.Syria).
    • The similarity resulting from the letter Alif and the number 1 in the range,
      example: (Raed.Syria and R1Raed.Syria).
    • Similarity resulting from the repetition of a non-connected letter, for example: (Syriabook.Syria and Syriabook.Syria).
  • The Authority determines generic domain names that cannot be registered by customers, and the Authority determines the conditions for registration under these domains as third-level domain names as follows:
    • edu.sy: Dedicated to the education sector. Educational institutions recognized by the Ministry of Higher Education or the Ministry of Education may register a name under it after submitting the required documents to the authority.
    • org.sy: Dedicated to non-governmental organizations and entities. The domain name to be registered must be inspired by the name of the entity or the nature of its work, and the customer must provide proof of this.
    • gov.sy: Dedicated to the government sector, all government agencies can register under it. The domain name to be registered must be inspired by the name of the agency or the nature of its work, and the customer must provide proof of this.
    • com.sy: Designed for businesses, anyone can register under it.
    • tv.sy, info.sy, news.sy: Dedicated to media and press organizations and those similar to them. The domain name to be registered must be taken from the name of the organization or the nature of its work, and the customer must provide proof of that.
    • net.sy: Designed for entities that own a network, such as internet service providers and online hosting companies. Anyone can register under it.
    • name.sy: It has the meaning of a personal name and anyone can register under it. Registration is done under the domain “.name.sy” in the following format: “xxxyyy.name.sy”, where “xxx” represents the first name, and “yyy” represents the family name, provided that the customer is the owner of the name.
    • biz.sy: Dedicated to entities operating in the field of online commercial activity.
    • co.sy: It has a commercial connotation. The domain name to be registered must be taken from the name of the entity or the nature of its work, and the customer must provide proof of this.
    • school.sy: Dedicated to the education sector. Educational institutions recognized by the Ministry of Education can register their name under it, and the customer must provide proof of this.
